How to import servers to Saudi Arabia: SABER, duty and delivery

Saudi Arabia is a large, fast-growing data-center market, but one step trips up first-time importers: the SABER conformity certificate must be in place before the goods ship. Here is the duty and VAT picture, the SABER process, and the route from Hangzhou to Riyadh, Jeddah or Dammam.

Duty, VAT and the SABER certificate

Servers (HS 8471.50) enter Saudi Arabia at 0% customs duty under the GCC common tariff; the border cost is 15% VAT at import. The larger friction is conformity: most electrical and electronic goods need a Certificate of Conformity (CoC) and a per-shipment certificate issued through the SABER platform under the SASO Saleem programme.

SABER is handled before shipping, not at the border. Skipping it is the most common reason a shipment sits in customs. We prepare the documentation a conformity body needs, and your forwarder or a local agent registers the product and shipment certificates.

  • VAT: 15% at import.
  • Customs duty: 0% on servers (HS 8471.50, GCC common tariff).
  • SABER/SASO: product CoC + shipment certificate required before arrival.

Delivery and customs

We ship every server by air. Your forwarder flies the shipment to Saudi Arabia and delivers it to your site, and door-to-door delivery takes 1–2 weeks.

Clearance goes through the FASAH single-window system. A Saudi importer needs a commercial registration (CR) and importer setup; the forwarder files the declaration, presents the SABER certificate, and settles duty and VAT on DAP/DDP terms.

The import flow, step by step

We sell EXW Hangzhou. For first-time importers we help appoint a forwarder who books the air freight, exports from China, clears SASO/SABER and customs, and delivers to your site.

Because SABER must precede shipment, we align the paperwork early so the certificate is ready before the shipment leaves China. You see the landed cost, including VAT and duty, before anything moves.

  • Send your spec. We reply within 1 hour during business hours (Mon–Fri 09:00–19:00 Beijing time, UTC+8) with an EXW Hangzhou quote.
  • We assemble, burn-in 24–72 h, and prepare export + conformity documents.
  • SABER product and shipment certificates registered before the goods ship.
  • Forwarder flies the shipment to Saudi Arabia, clears customs, delivers DAP/DDP.

Frequently asked questions

What is SABER and do I need it?

SABER is Saudi Arabia’s online conformity platform under the SASO Saleem programme. Most electronic and electrical goods, including servers, need a product Certificate of Conformity and a per-shipment certificate registered on SABER before the goods reach the border. We prepare the documentation and help you or your agent register it.

How much are duty and VAT on servers in Saudi Arabia?

Servers (HS 8471.50) carry 0% customs duty; budget for 15% VAT at import. We quote the full landed cost, including both, before you commit.

How long does delivery from China take?

We ship every server by air, and the forwarder delivers door to door in 1–2 weeks once the SABER certificates are in place. Your forwarder handles clearance end to end.
